Controlled Substances Reporting System (CSRS)

Enrollment and Utilization of the CSRS

Statute § 90-113.74A stipulates that within 30 days after obtaining an initial or renewal license that confers the authority to prescribe a controlled substance for the purpose of providing medical care for a patient, the licensee shall demonstrate to the satisfaction of the licensing board that he or she is registered for access to the controlled substances reporting system. A violation of this section may constitute cause for the licensing board having jurisdiction over the licensee to suspend or revoke the license. (2016-94, s. 12F.7(c).

The North Carolina Board of Nursing (NCBON) through collaboration with NC Department of Health and Human Services (NCDHHS) is providing a streamlined registration process to the NC Controlled Substances Reporting System (CSRS).

Controlled Substances Reporting System Application:
  • Advanced Practice Registered Nurses with prescriptive authority access the Controlled Substances Reporting System online registration via the Nurse Gateway
  • Licensee information currently stored by North Carolina Board of Nursing will prefill the application
  • Other information not stored by North Carolina Board of Nursing but required by Controlled Substances Reporting System, such as DEA number will be entered by the licensee
  • This additional information will be combined with the information on record with the North Carolina Board of Nursing and sent electronically to the Controlled Substances Reporting System office for registration. Prior to transmitting the data the prescriber will sign the privacy statement and give consent for the transmission
  • The completed Controlled Substances Reporting System application will go directly to the NC Department of Health and Human Services (NCDHHS) Drug Control Unit. Accordingly, any questions about the application once submitted should be addressed by email to nccontrolsubstance.reporting@dhhs.nc.gov or by phone at (919) 733-1765.
